The ESA is a program administered by the Arizona Department of Education (ADE) that allows eligible Arizona students to receive state‑allocated education funds for approved educational expenses, rather than being enrolled solely in a district or charter public school. Those funds may be used for private school tuition, curricula, tutoring, and other educational services as defined by ADE rules.

Who Qualifies for ESA Funding?

Eligibility Requirements

According to ADE, students are eligible for ESA if they:

  • Are residents of Arizona (applicant and student)
  • Meet age/grade criteria (for example, entering Kindergarten means being at least five years of age by January 1 of the contract year)
  • For certain eligibility paths, have appropriate
    documentation (such as an IEP, MET/Evaluation
    Report, or 504 Plan) from an Arizona public school

Documents You’ll Need

To apply for ESA, you will need:

  • The student’s birth certificate (applicant must be listed)
  • Proof of Arizona residency showing physical address
    (P.O. boxes generally not accepted)
  • When required, a current IEP, MET/Evaluation Report,
    or 504 Plan from an Arizona public school
